I think Wikibooks would really beniefit with this user as an admin.
- He is a good user.
- Wikibooks would really beniefit with another admin.
- He is one of the BEST non-admins, and so admin tools would be a great idea.

Oppose due to canvassing behaviour on the incubator. I haven't been fully looking into it, but @Liuxinyu970226 would know more about this.
